Kuwait has launched a new multiple-trip exit permit aimed at simplifying international travel for foreign workers living and working in the country. The new permit allows eligible foreign nationals to exit and re-enter Kuwait several times within a specified validity period, removing the need to apply for a separate exit permit for each individual trip.

Previously, foreign workers were required to request an exit permit every time they planned to leave the country. Under the new system, a single multiple-trip permit can cover several departures and returns, making the process faster and more convenient for both employees and employers.

Applications for exit permits can be submitted online through the Ashal portal or via the Sahel mobile application. This digital process reduces paperwork and streamlines approvals, helping employers manage travel arrangements more efficiently.

The introduction of the multiple-trip exit permit reflects Kuwait’s efforts to modernize administrative procedures and reduce unnecessary delays. By minimizing repetitive applications, the new system supports smoother workforce mobility and allows foreign employees greater flexibility when planning personal or professional travel.

Pros and Cons Summary

Pros

  1. Allows multiple exits and re-entries with one permit
  2. Reduces administrative workload for employers and employees
  3. Online application process is faster and more accessible
  4. Provides greater travel flexibility for foreign workers
Cons

  1. Validity period limits how long the permit can be used
  2. Eligibility criteria may restrict access for some workers
  3. Users must rely on digital platforms, which may pose challenges for some

If we break this down logically, the new system removes redundancy in administrative processes. Previously, each trip required a fresh approval cycle, which increased processing time and workload. By introducing a multiple-entry permit, Kuwait is essentially optimizing workflow efficiency while also improving user convenience for foreign workers.

This sounds useful, but I’m wondering how strict the eligibility criteria are. Like, do all foreign workers qualify for this, or only certain job categories? Also what happens if someone exceeds the validity period?

From a systems perspective, the limitation is likely tied to visa class and employer authorization flags in the backend. The Ashal portal and Sahel app probably integrate with Kuwait’s residency database, so eligibility could depend on employment status, contract type, and compliance records. Exceeding validity would typically trigger reapplication or possible penalties depending on enforcement rules.

Not everything about this is great though. Relying heavily on digital platforms can be a problem for workers who aren’t tech-savvy or don’t have easy access to smartphones or internet. Plus, if eligibility is restricted, it could create unequal access between different groups of workers.

That’s a fair concern, but overall this still feels like a positive step forward. It reduces stress for many workers who travel frequently and makes the process less repetitive. Hopefully over time they improve accessibility so more people can benefit from it.
